Standing Committee on Private Members' Bills

The Legislative Assembly establishes a Standing Committee on Private Members’ Bills at the beginning of each Legislature. All Private Bills are referred to this committee for clause by clause study after receiving second reading in the Assembly. Public Bills introduced by a Private Member (Private Members’ Public Bills) may also be referred to this committee.

Representations for and against the Bills are heard by the committee. Private individuals and / or organizations proposing the legislation along with their legal counsel appear as witnesses. Members of the public may also request permission to appear. The Committee has a majority of government Members and a government Member as Chair.

Individuals and/or organizations interested in obtaining an outline of the procedure to be followed for enacting private bills, can refer to the extracts from the Rules and Procedures (ou en français, extraits des règles et procédures)) of the Legislative Assembly of Saskatchewan.

Permanent Referral

The Rules and Procedures of the Legislative Assembly of Saskatchewan provide in Rule 94(1) for the establishment of the Standing Committee on Private Members' Bills.

In addition, on April 18, 1970, the Legislature adopted the following practices with regard to the operation of the Standing Committee on Private Members' Bills: 
That, provided it be practical, there be no duplication of membership on the Private Bills Committee and the Committee on Public Accounts and Printing.

That sittings of the Private Bills Committee have precedence over sittings of the Crown Corporations Committee.

That the Private Bills Committee sit at as early a date as possible after the opening of the Legislature.

Notices and Agendas of Upcoming Meetings:

Notices and agendas for upcoming meetings detail the date, location and proposed agenda for upcoming meetings of the committee. These are published and distributed by the Office of the Clerk as soon as directed by the Chair of the committee.

No meetings of this committee are currently scheduled.
