On the first day of a new legislative session, the Lieutenant Governor delivers the Speech from the Throne. The speech outlines government goals, directions and initiatives.

In the days following, members debate the content of the Throne Speech. This debate is called the Address in Reply to the Speech from the Throne and it takes priority over the other business on the agenda. This process allows for a wide-ranging debate on the policies and programs announced in the Throne Speech and on the government’s legislative agenda in general. The opposition may introduce an amendment, adding words to the motion which are critical of the government and its policies and which express a lack of confidence in the government. The debate can last for as many as seven sitting days and concludes when the Assembly votes on the Throne Speech.
